The mark, 9.93 (+1.9m/s wind) done at the International meet in Germany is a persona best, Masters World record and national record.
“9.93 today in Bottrop, to god be the glory!,” tweeted Collins, who beat his previous best of 9.96.
American Joe Morris was also in the form of his life with 10.15 while third went to Great Britain’s Adam Gemili 10.19 in his season opener.
Collins is now the second fastest man, only behind Femi Ogunode of Qatar, 9.91, in the world this year.
Justin Gatlin (USA) is 3rd with 9.94, Yohan Blake (JAM) 9.95 at 5th and Usain Bolt (JAM), 9.98 at 6th.
Morris topped the men’s 200m field in 20.67 (+1.6m/s wind).
Uruguay record holder Emiliano Lasa topped long jump with 8.03m (+0.8), Katharina Bauer won pole vault, 4.40m and Linda Stahl achieved Olympic qualifier in javelin, 63.10m.
